Ya, didn't u know that? What world are u living in? Sex is discussed openly, such as a newspaper article on puberty might show full-on photos of the development of male and female genitalia. In pubs you might even overhear detailed and explicit conversations about making sex. The dutch parliament once held a debate on whether to ban a TV show called "How to Screw", but decided not to ban it. Also the prostitution is famously legal.
